How to convert PNG to ICO

Which sizes should I pick?
16 and 32 pixels are used in browser tabs and bookmarks. 48 pixels is used on the Windows desktop, and Google asks for favicons that are a multiple of 48 pixels. Add 256 pixels if the icon is for a Windows program or shortcut.
Start from a square image of at least 256 × 256 pixels. Small details get lost at 16 pixels, so a simple shape or a single letter works best.

Is this a real ICO file or a renamed PNG?
It is a real ICO file. Each size is stored as a PNG image inside the ICO container, which Windows Vista and later and all current browsers support.
Can I convert several images at once?

Why does my icon look blurry at 16 pixels?
There are very few pixels to work with at that size. Use a bold, simple design and avoid thin lines and small text.
